I don’t know whether or not Liubarski and Mendlewicz were really Belgian in some form. Pleci had played in the tournament of the International Exposition and for the longest time I was assuming that this small tournament was organised shortly before or shortly after it. However, the reporting in the Belgian press suggests that it took place considerably later (cfr. [2]). Soultanbeieff won the decisive game against Pleci which, like the crosstable, comes from [1]. One more game comes from [2].
