[1] gives the rules of the Belgian Chess Federation, according to which there was supposed to be a minor section, a major section, and a Belgian championship reserved for masters. As there were no official masters yet, this would mean that there would have been no actual Belgian championship for years. Presumably, the title of Belgian champion was instead given to the winner of the major tournament: Colle. It was the first title for the youngster and perhaps the one where he got the strongest opposition.
