Is it Arthur or Josef Dunkelblum? My guess is the former, but I’m not sure at all. Unfortunately, and perhaps surprisingly, Koltanowski doesn’t mention this tournament anywhere in his column in De Schelde. It probably got lost between the olympic tournament and the Westende tournament. The crosstable comes from [1], the single game I have from [2].
