This was the championship of the Brussels chess club L’Échiquier. As Lancel was the moving force behind both that club and the magazine L’Échiquier, it is not so surprising that the crosstable appeared there. The few games I have come from the same source. The rounds for the games come from [2]. That source also mentions that the games were to be played on Saturdays and Thursdays.

O’Kelly won with a very high score. A small blemish on his victory was that he lost the direct encounter against his main rival, Jerochov. The prizes were as follows (in Belgian franks): 162, 104, 88, 80, 64, 56, 48, 24, 24, 24. Additionally, there were prizes in kind, which were apparently distributed in a kind of raffle.
